Gap Analysis Report: Citizen Security in Belize

Prepared for the Innovation in Citizen Services Division by Jennifer Peirce This paper presents updated information about crime and violence in Belize, and about current and recent initiatives that address these issues, with an emphasis on youth and on Southside Belize City. The findings complement the 2013 IDB Technical Note on citizen security in Belize and the analysis of the completed Community Action for Public Safety Program (CAPS). The report reviews factors contributing to crime and violence in Belize, and then identifies opportunities to consolidate progress and gaps in services. It makes recommendations for future programs, including a potential second […]

Crime in Belize – Judges Rules

It is the responsibility of everyone to help in the prevention of crime. The police are however charged by law, with the special duty to prevent crime and where one has been committed, to investigate and ensure that the persons responsible are brought before the Courts. The difficulties the police may encounter in this process cannot however, be underestimated. But it is nonetheless vital for the core values of society, including the rule of law and the proper administration of justice that, even in the face of these sometimes exasperating difficulties, basic rules of fairness and respect for the fundamental […]

The deafening noise of the Police and Judiciary sytem in Belize

There is a large community of Immigrants in Belize and many have given and keep giving lots to Belize. There has been case after case of crime against visitors and immigrants in Belize with nothing much to nothing at all done by the Police or the Judiciary; all while the embassies of their home nation sit by quietly twiddling their thumbs. I know it’s bad enough that the Government of Belize refuses to invest the money to empower our Belize Police Department and to allow the Judiciary to be independent of political games and abuse; but wrong is wrong no […]

The failures of Gang Prevention

This is an interesting report, seeing that Belize is trying to suppress gang activity and so far have been failing miserably at it. I have spoken on this before in discussions noting that the plans rolled out have done nothing more than quite things down for a short period only to make gang activity and crime return with more vengeance. Please take the time to read this report as it is vital to our strategic planning going forward, I will highlight the main points and link to the full report at the bottom of the page; hope the Government of […]

EXPOSED: Covering up the Penner Incident

So late last year I noted Why nothing may happen with the UDP Immigration Scandal, and we got proof of it from Channel 5 News. It seems that this Government is willing to go to any lengths to cover up their criminal activity. How much longer will Belize keep tolerating this kind of behavior? It is almost six months since former Minister of State with responsibility for Immigration Elvin Penner was removed from Cabinet for his role in the illegal issuance of a passport to South Korean fugitive sitting in a Taiwanese jail. There have been allegations of multiple investigations, […]

The sad state of governance and justice in Belize

Recently, in Belize, there was the case of Belize Police Corporal Gino Peck, a well-respected officer, who was charged with the possession of unlicensed ammunition. It is both a peculiar, yet enlightening case in that it demonstrated: (1) the crass nature of amendments to the Firearms Act of 2008 and 2010 and its appropriateness, (2) the manner in which this act can conceivably be used as a tool of oppression, (3) the vulnerability of citizens involving this abominable piece of legislation and (4) the existence of a variety of other-relevant issues. In the case of Corporal Peck, his home was […]

Orange Walk Pastor being sought for alleged sex crimes

Orange Walk Police are tonight in search of a pastor from that municipality. They believe that he can help them get to the bottom of a sinister plot involving the church, money and sex. Preliminary investigations are revealing that Pastor Rafael Perez of Zion Ministries Assembly of God Church, in Orange Walk Town, has been using his position to scam unsuspecting women out of money while attempting to get them to sleep with him. It’s a devastating blow to the credibility of evangelical churches and a nightmare for the women involved. Mike Rudon travelled north and has the story. Mike […]

Victims of alleged police brutality in San Pedro call for justice

Three residents including a female, along with their families and the wider community of San Pedro Town, are calling for “justice” into what they call plain view “brutality” and use of “unnecessary” force by police officers attached to the San Pedro Police Formation. The officers include a woman police constable (WPC) and a corporal of police who were off duty, out of uniform and drinking minutes prior to the incident unfolded. The incident erupted in the wee hours of Monday December 17th and the actions of the lawmen were done in plain view of many residents, some of whom captured […]
