Subject: (THE MISREPRESENTATION OF THE GARINAGU PEOPLE AND ORGANIZATIONS BY JOSE FRANCISCO AVILA AND GARIFUNA COALITION USA INC.)
To All Concerned,
The Garifuna Coalition USA Inc. is a New York City based organization that was registered with the state of New York on May the 28th, 1999 to do business as a Not-For-Profit 501(c)(3) organization. At the time of the registration the Registered Agent address is 2189 Pitkin Avenue in Brooklyn, NY 11207. For many years now their office was located at 391 East 149th Street Room-215 Bronx, NY 10455. In 1999 when this organization was formed, there were other organizations and representatives included in this coalition.
However shortly thereafter when Jose Francisco Avila moved from Texas to come and live in New York City and became the President, he wrote letters to these organizations expelling them from the Garifuna Coalition USA Inc. Since he took that action most Garifuna representatives and organizations in New York City and State do not have any working relationship with him or his organization which is far from what he portrays to the public in his emails and blogs.
Yet, despite this fact Jose Francisco Avila continue to give Non-Garifuna organizations and other entities the impression that he and his organization is comprised of other Garifuna organizations and representatives to justify his funding sources. On close examination of the Garifuna Coalition USA Inc.’s. MISSION STATEMENT it is stated as:
The mission of the Garifuna Coalition USA Inc. shall be to serve as a resource, a forum, and advocate for the Garifuna issues and a united voice for the Garifuna community”.
Their mission is a complete opposite of what this organization has been doing for many years now even up to today. Most Garifuna organizations in the city, state of
New York, throughout the United States and other countries where the Garifuna people reside in the diaspora, has never received any of the benefits outlined in their mission. The Garifuna Coalition USA Inc. has been engaged in mostly publicity to try and give non-Garifuna groups the impression that they; have the support of all the Garifuna organizations, that most or all Garifuna organization in New York State and the United States are part of the Garifuna Coalition Inc., that they have a good an on-going working relationship with all the Garifuna people and organizations everywhere.
There are about 100 active Garifuna organizations in the states of; New York, California, Illinois, Texas, Virginia, Michigan, Louisiana, Massachusetts, other states in the United States and in the countries of; Saint Vincent & The Grenadines, Honduras, Guatemala and Belize. New York alone have about fifty Garifuna organizations and they are not affiliated with the Garifuna Coalition USA Inc.
About thirty-five of these organizations are now members of the Garifuna Nation and the names of these organizations can be provided at your request.
From the time Jose Francisco Avila became the president of the Garifuna Coalition USA Inc., that organization has become insignificant to most Garifuna people and organizations. He calls no elections and is accountable to no one but himself. His organization is more like his private business. Our organization has been and continue to receive information from several government, private institutions and funding sources that the Garifuna Coalition USA Inc., is an organization that represents all the Garinagu people and organizations here in the United States. This even includes when it comes to the issue of “Reparations” for the Garifuna people with the nation of Saint Vincent and the Grenadines and Caricom.
Many people and organizations have confronted Jose Francisco Avila and his organization about this issue in the past. He responded by blackmailing those individuals and their organizations to undermine their progress. Some Garifuna individuals and organizations feel intimidated by the tactics used by Jose Francisco Avila against others and have come to us to confront him in the interest of our people, organization and nation. This is because some of these people are undocumented and their organization possess no legal documentation in the state of New York and the states where they do business. Our organization is committed to the legalization of all Garifuna organizations worldwide to represent and advocate for our people’s best interest.
Recently, at the summit held for Reparations by the International Black World Organization, I was told by some representatives from Saint Vincent & The Grenadines that the Garifuna Coalition USA Inc. represents all the Garinagu people in the United States of America. I brought this message to the members and officers of the Garifuna Nation at an executive meeting for a discussion. The executive body then unanimously voted to send this letter to Jose Francisco Avila, his organization, government entities, regional organizations, funding sources, media outlets and all interested parties to address this issue. The Garifuna Nation stand ready to confront any Garifuna person, organization or non-Garifuna person or organization that is not acting in the best interest of our people and nation.
Our organization is now asking that Jose Francisco Avila and the Garifuna Coalition USA Inc. hereby abide by the following request on behalf of our Garifuna people:
- Refrain from continue telling the public at large, that he and his organization namely the; Garifuna Coalition USA Inc., is comprised of other Garifuna organizations that represents the Garifuna people in the New York State, the United States of America and worldwide.
- Discontinue submitting proposals and request for funding on behalf of our Garifuna people and organizations in New York State and the United States of America and disclose all the funding he and his organization has received on our behalf in the last twenty years.
- Share the proceeds of all the funds his organization has received over the last twenty years in the name of the Garifuna people, to all the Garifuna organizations in the state of New York and the United States of America.
- Withdraw his name; Jose Francisco Avila and his organization namely; the Garifuna Coalition USA Inc., from being our representative when it comes to any matter dealing with the Garifuna people. Especially, when dealing with “Reparations” on behalf of our Garinagu people with the nation of Saint Vincent & The Grenadines and CARICOM or any other regional or international organization.
- Call an election to be supervised by the Garifuna Nation to elect new Executive Officers to govern the affairs of the Garifuna Coalition USA Inc. that has not been held by this association for years now. The Garifuna Coalition USA Inc. is in violation of their By-Laws to call election periodically when they are constitutionally due to be called.
This letter will be sent to the Secretary of State for the State of New York who is the person that is legally responsible for all the Non-Profit organizations in the state of New York to be in full compliance with all federal, state and local laws.
We must not allow any Garifuna person or organizations to be collecting funds or receiving benefits in our name which we have no knowledge about and our people did not benefit from the proceeds of such contributions. Our Garinagu people are suffering in all the countries where they reside today and for one of their own people to show no remorse for their plight this is disgusting.
