Was cleaning up my inbox and found this email sitting there staring at me, asking to be published. So here goes.. Pay close attention to what you are about to learn, digest it and keep your eyes open.

Dear Sir;

I challenge you to read this document and digest it before you analyze it carefully bearing in mind that the current status quo in the department has turned 360 degrees. Think about the following questions:

• Why is it that the indictment of the “Rogue Cops” was brought at the time when public distrust is at a climax?
• What is the objective of Sr. Supt. Eddie Broaster, Blackett Bogo, ACP David Henderson and Lee Mark Chang?
• How the allegations of the “Rogue Cops” came about?
• At what lengths would Sr. Supt. Broaster go to get his objective?
•  How is the allegation against Rogue Cops affecting the morale of the department?

All the questions will be answered one by one because I want to warn you that evil and cunning Eddie and his followers want to take over the department.

1. Why is it that the indictment of the “Rogue Cops” surfaced when public distrust is at a climax?

The objective is to bring to light the current department managerial incompetence in instilling discipline within the organization. The aim is to show the incompetence of the Commissioner of Police, Deputy and Commander Management Services; prompting Commander CYDP to rescue the department. Since when has Eddie been an investigator? The allegation was sensationalized and this assisted the Government in distracting citizens from the issue of the fuel prices rising, GST raising and the Belize Chamber of Commerce raising hell. All of these issues were placed in the back burner and the Police Department was again sacrificed in order to save the politicians. The commissioner of police was misled and is being used as a pawn in Eddie’s plot of taking over the department by showing the incompetence of his competition. Eddie is now the favorite of the Prime Minister and the substitute to Crispin.

 2.    What is the objective of Sr. Supt. Broaster, Blackett, ACP Henderson and Lee Mark     Chang?

Eddie was failing as CYDP commander since he had hustled most of the funds that were allocated for his program; he needed to impress the Prime Minister just like how he impressed Carlos Perdomo when Government won the elections. Eddie is going after the gold, he wants to be the alpha male that is commissioner of police and for that he will kill, fabricate and do whatever he has to do to impress the Prime Minister. “God made ugly but He does not like ugly doings.” Eddie’s laptop computer that contained sensitive documents about police alleged corruption was stolen. Eddie has been collecting dirt on police officers, and politicians. I do not know if the dirt is real or fabricated but later on in this document I will reveal the information that Eddie has of his fellow men.  Eddie is being supported by Lee Mark that also has his own agenda and I don’t think that I need to spell to you whose Lee Mark and what type of business he operates. Eddie is Lee Mark’s henchman. In the mean while Eddie wants more funds so he has even gone to the extent of gathering information against the minister of works.

Russel Blackett or Bogo is only one of Eddie’s puppets whose been promised the deputy chair in the police by the puppet master. Bogo is an arrogant person and his IQ is so small that his belief is that he is the smartest person in the department. Bogo is the same one who caused the Galvez case to blow out of proportion. Bogo is a simpleton who thinks he knows but everyone knows that his arrogance is a hundred times bigger than his IQ.

Mr. Henderson or Bico is another puppet that played a major role in executing the devious plan as innocent officers who are now being called Rogue Cops. His step son Germaine Palacio and his two neighbors Lavern Anti Christ Longsworth and Michael White (Lavern’s common-law) are the main witnesses against the alleged Rogue Cops. David has been promised by Lee Mark and Eddie that he will not be transferred from the City and David knows that hustling is good in the hell hole.

Lee Mark objective is political and he wants to become the Prime Ministers favorite; who knows he might even be appointed Minister in the future. Lee Mark will contest ion the Freetown Constituency against Francis and since Ram It almost defeated Francis lost Election Lee Mark is of the belief that he will do it. Lee Mark is using his pit-bull Eddie to gain political closeness with the Prime Minister. Lee mark objective is to become minister and in the process he wants to become the deputy prime minister so Eddie and Lee mark have also fabricated information against the Deputy P.M.  Imagine the possibility if Lee Mark gets in Government and Eddie becomes Commissioner of Police.

3. How the allegations of the Rogue Cops surfaced and why were the specific officers targeted?

This is a long story but just bear with me and please continue reading.

Last year a laptop was stolen from a very prominent citizen and it was recovered from a Chinese national who is friends with Eddie and Lee Mark. A coolie descent police officer was instrumental in the recovery of that lap top.

Four days prior to the sting operation David went to CIB office and inquired for the cell number and address of Mangar.

The day after David had inquired about Mangar’s particulars Germaine Palacio was on Cran Street inquiring about Mangar house. Gilbert Goodger who lives in the neighborhood showed Palacio Mangar’s house.

On the month of November 2009 Mangar arrested and charged Palacio for the crime of robbery. Palacio had just been released from prison after serving a 6 years sentence for robbery.

Any way Palacio arrived at Mangar’s house and he noticed that Mangar had his things packed because Mangar was moving out of the house. Palacio volunteered to sell DVD’s and CD’s for Mangar, promising Mangar that whenever he gets the stuff sold he would bring back the money to Mangar.

The night in question when Mangar got the phone call he honestly believed that he was going to get money from the DVD and CD sales from Palacio. Upon his arrival at the place that Palacio had summoned him he was arrested. David already had photocopied monies in his possession.

That same night prior to the sting operation against Mangar Ernie Miranda and Germaine Palacio boarded a taxi cab being driven by an age able male from the Village of Double Head Cabbage. They boarded the taxi cab on Castle Street, which is David’s old neighborhood. They held up the taxi driver at gun point and forced the driver to take them to the Martin De Porres Area. Luckily for the taxi man there was a fire in the Junesville Area and Inspector Valerio, PC Ryan Young and another police officer were diverting vehicle that were approaching Holy Emmanuel Street from the Western Highway. Palacio, Miranda and their hostage approached the Police detour but before reaching the officers Palacio and Miranda jumped out of the vehicle that plunged into a near by drain. Palacio was detained and Miranda escaped. Palacio then told the police that their plan was to rob Chon Saan Palace but before doing that they had to get a next gun from Leon Yorke. A search of the car resulted in the discovery of a .38 revolver and one live round. Bogo who was nearby the Fire scene intervene and he took over the investigation and transported Palacio in his vehicle and thus contacted Eddie and David and their Evil and malicious plot sprung into action. Where and when was the attempted robbery committed at Chon Saan.

Cpl Espat from CIB should be condemned because he was the senior detective at the scene and he should have recorded a statement from the old man who was kidnapped and processed the car. Cpl Espat said that he would leave the processing of the vehicle until the next day. The report of the old man who was kidnapped is not even reported and the reason why it is being kept hush hush is that if the old man would had given his statement then Lee Mark could not have been portrayed as the fearless businessman and win the political friendship he now enjoys with the Prime Minister.

Mangar was later arrested and charged by ASP Alvarez upon he reading Mangar his charges he mentioned to Mangar that the charges would not stick since there was no foundation and that he was acting upon instructions. Mangar was charged with conspiracy to robbery and attempted robbery with a firearm, anyone with commonsense would know that this is a total fabrication. Eddie had realized that they had arrested the wrong man but they continued with there devious plan. Lavern Longsworth and Michael White are the people who gave statement about Mangar. The statement is hearsay and in the words of Sooknamdam there is not an iota of evidence to substantiate the charges against Mangar. Mangar has a family and as a result of Bogo, Eddie and David Mangar’s family is suffering as he is the only bread winner.

Lee Mark is lying in his statement and everyone knows it and the charges against Mangar were fabricated. My God we are a disciplined department but we are now behaving like a bunch of cut throats.

Where is the proof that Mangar masterminded so many robberies? Mangar is at prison now but Bogo, Eddie, David and Alford and the rest of followers better pray that no ill harm comes to that young man whilst imprisoned because there will be hell to pay. Bogo and Eddie have misled the commissioner and Prime Minister of this nation to commit an injustice; how will that be fixed?

Lavern Longsworth also gave statement against Cpl Longsworth and Cpl Mark Young. About two weeks ago Mark Young approached Lavern’s son Hendy and confronted him about information that Hendy wanted to kill Cpl Mark Young. Cpl Mark Young is one of the officers who is always detaining Hendy who is a menace to society like his mother and step father.

Cpl Longsworth has been a target for Eddie from the days when he worked at Archie Lee’s establishment. Cpl Longsworth is one of the commissioner favorites but Eddie wanted to prove that not even the commissioner could stop his wrath. Cpl Longsworth is one of the officers who also targets Michael White and Hendy.

Other officers’ names are being called and Eddie and Bogo with the support of David have misled the commissioner of police and the PM. Commissioner, Deputy, Commander Management Services beware of Eddie. I am not trying to cause mischief my objective is to open your eyes to the evil of Eddie and his followers. Commissioner you speak about polygraph test and checking bank accounts and guilty by association. Request Eddie, Bogo and David to undergo the polygraph test and ask Eddie for his bank records. , You say they police officers are guilty by association so what crime is Eddie committing  by associating the Chinese Mafia Dun,  What crime did Bogo committed when he associated himself with the late Net Castillo from Dangriga was a Drug Trafficker. Tell me now what crime is David committing by associating himself with murderers and drug traffickers.

What has the Belize Police Department come too? As I read the report for the 3-4-09 made by the Chinese Mafia Don, I realize how much the Eddie wrath is feared. The report is crap and here is a copy of it. I implore on the leaders of this department to carefully examine this report and please find the elements of the crime if any.

REPORT NO. 2   ATEMPT ROBBERY                    11:15PM               02/04/10

MR. LEE MARK CHANG, 37yrs, D.O.B: 5/9/72, Belizean Businessman of mile 4 Northern Highway, Belize City, reported that  on Wednesday 31st March 2010, at approximately 6:00pm whilst at his business establishment in Belmopan he received a call  from one of his employees who informed him that two young men of creole descent visited his business places in Belize City namely, CHON SAAN PALACE situated on Kelly Street and questioned the employee as to the operation of the business and that they would return back that same night to rob the establishment. As a result, a Police sting operation was carried out that same night which lead to the detention of JERMAINE PALACIO and JERMAINE MANGAR.  A review of the surveillance camera at the business establishment yielded the performance of the suspects namely JERMAINE PALACIO and ERNIE MIRANDA.

ACTION TAKEN: Statements were recorded, P/D JERMAINE MANGAR, 28yrs, D.O.B: 4/1/83, Belizean Police Constable of #21 Cran Street, and JERMAINE PALACIO, 24yrs, D.O.B: 25/8/85, Belizean Laborer of #52 Castle Street, Belize City, P/W ERNIE MIRANDA (OPU), M.U.I. by ASP. A. ALVAREZ.

The following is information that was downloaded from Eddie’s laptop computer.

• Paul Wade who is the commander of Cayo District is a corrupt officer. When he was Head Special Branch he was in cahoots with Gaby Afiv in the sales of Belizeans passports. Paul Wade did the vetting for the hundreds of Chinese who bought passports. When he was head special branch he misused the information funds that was allocated to Special Branch.
  

• A few years ago Police Corporal Rosado was killed whilst executing a search on Ebony Street Belize City and it was suspected Psycho was the trigger man. A proper investigation was not conducted and there is a possibility that the Cpl was killed by friendly fire. Psycho and Edmund Velazquez were on the run for almost a month when now ACP David Henderson, Sgt Ainsworth Perez, Marciano Mejia and Police Constable Ryan Young met both suspects. Edmund Velazquez and Psycho were beat up to death and their face disfigured and they were killed by the police officers. Doctor Mario Estrada Ban covered up that double murder with the assistance of the now Commissioner of Police Crispin Jeffries and the then ombudsman Paul Rodriguez. The cause of death was reported as drowning

• A year ago a Chinese business man was killed in a businesses location at Orange Walk Town and a former police officer namely Kevin Cowboy Alvarez was charged for the murder. Another police officer by the name of Hill was also charged. A Chinese businessman who gave a sworn statement that he had hired Alvarez upon recommendation of PC Hill. He went further and said that he had lent Cowboy his licensed IllH 9mm to commit the murder. The Chinese national also said that he had been ordered to kill the targeted Orange Walk Businessman by his boss William Tang who was involved in the Pseudoephdrine trafficking and Human trafficking. He also stated that William Tang had showed him a photograph of his family at China and had threatened to have the family killed if the witness did not kill the Orange Walk business man. Assistant Commissioner of Police James Magdaleno who works for Tang kept the statement and now the witness is out of the country.

• Human Trafficking is a profitable business and lots of influential people are involved in it. A Chinese national by the name of Sam who lives in Barrack Road Belize city is the person who gets Chinese national from China buy passport from Belize and then the Consular of the Cuban Embassy then sells the visas to the Chinese National who later comes to Belize via the Philip Goldson International Airport. The Chinese National s are then transported via van by police officers who collect $125.00 US per head to the Mexican border where they are met by Compa who take the Chinese Nationals to Monterrey Mexico and then to USA where they are sold as slaves. The people involved in this ring are Alex Chang, All the police officers, customs officers and immigration officers at the Belize Airport, Minister Carlos Perdomo, and Assistant Commissioner of Police James Magdaleno and others.

• Jitendra Chawla is the owner of the Extra House Super Market in Belize City and he owns a house where he houses his employees who are all Indian Nationals at a Pink three storey concrete structure located on Amara Avenue Belize City.  Chawla tortures his employees, has them living in degrading conditions and also keep their passport so that they cannot run. Chawla pays the police department to turn a blind eye to what ha is doing.

• Minister Gasper Vega is a member of the Mexican Cartel and his boss is John Curly who is currently the owner of La La Milk in Mexico. They are responsible for the transshipment of several tons of cocaine to USA. Other Ministers are also involved in the operations and one of the main players is Superintendent Myvette who is the officer in charge of the Orange Walk Police formation.

• ASP Valdez collects a Cheque from Alex Chan on a monthly basis and that is why he does not want to move from CIB. Valdez also collected monies from Ellis Arnold for the release of Agullar in the Galvez Case.

• Political Corruption

There are several meanings for the Term Political Corruption and the best one is the use of legislated power by Government Officials for illegitimate private gain. Forms of corruption vary, but include bribery, extortion, cronyism, nepotism, patronage graft and embezzlement. Corruption also facilitates criminal enterprise such as drug trafficking, money laundering and trafficking; it is not restricted to these activities. Corruption poses a serious development challenge and in the political realm it under mines democracy and good governance by flouting, or even subverting formal process.  Corruption also generates economic distortions and in a weak economy like Belize’s it only causes the poor to get poorer and the rich to get richer. In this day and age of technology and communication corrupt practices of Ministers of Government or any other public officer should be thoroughly investigated by the Integrity Services Commission in Conjunction with the Audit Department and the Appropriate Law Enforcement personnel. Belize has seen politicians being criminally charged but at the end of the day they are exonerated because of poor investigations.

In this paper I want to bring to the attention of the Belizeans how the money for the Housing for the Poor or the Southside Alleviation Project is being used. Names will be called and some of the players are only known by aliases but if the Government is transparent as how they say they are then a thorough and diligent investigation should reveal the names of all the people in the Ministry of Works led by the Minister of Works Mr. Boots Martinez. It is very true that in the past allegations of Corruption always surfaced but then it was only to smear the name of the opposition. The country of Belize has seen several Government official acts of corruption being brought to light if not by the public sector by the private sector. Take the case of the Karl Heusner Memorial Hospital where allegations of Kickbacks surfaced and a Commission of Inquiry was established.

The Public Services Regulation clearly states the conduct of Public Officers and also denotes that public officers should not use there office for private gain. The Crime of theft is clearly defined under the Criminal Code as dishonestly appropriating property belonging to another with the intention of permanently depriving the other of it. The Minister of Works is breaking all the Codes of good conduct defined in the Public Service Regulation and is also breaking the Law of the Land. The people of the Southside of the City and the Citizens of Belize demand that all the money that has been allocated to the Housing for the Poor Project/ Southside alleviation Project be returned to them. Crime is on the rise, unemployment is on the rise, the cost of living is skyrocketing, the country is in all out economic recession but the Minister of Works and his cronies are stealing thousand of dollars from the poor people.

The way the Minister of Works is administrating his ministry it seems that we are no longer living in a Democracy but Klepocracy. Clifford Pollard (Tad Dog) the Coordinator for the Housing for the Poor Project has a safe house in the Jane Usher Boulevard where he along with Germaine, Karl Lamb (Dan), Nana, Pappy, and Peters take supplies like plywood, plycem, zinc, board, windows, doors, sewerage materials, roll of electrical wires, cement, sand and other building materials.  Pollard sells the materials to people within the private sector for lower costs than legitimate building supplies stores. A certain person from Belize Electricity Limited buys rolls of electrical wire from Pollard; other private contractors buy the construction materials also. This has been brought to the attention of the Minister of Works but nothing has been done about the situation. Clifford Pollard even has the authority to acquire supplies from the Benny’s Merchants and on one occasion Pollard ran the bill to an excess of hundred thousand and the Minister had to pay the bill. Pollard even borrows money from Mr. Peterson who owns the Lumber Yard at the Corner of Mahogany Street and Electric Avenue and The Minister has to pay the bill. Why is the Minister covering such illicit act?

The Minister of Works hired his brother Julius Martinez as an inspector for the Housing for the Poor Project and after three weeks the Minister promoted his brother to Coordinator for Material for the Project. The first order for supplies that Julius Martinez made was the last one since he ordered board and other building supplies from Spanish Lookout and Cement and Blocks from Leslie’s and instead of having the supplies delivered to the Ministry of Works he delivered it to  a Private Owned Construction Company in Hattie Ville Village. The Minister found out and had his brother arrested at the Hattie Ville Police Station. Julius Martinez confessed to the Police the location where the material had been delivered. When the Police and the Minister arrived at the location where the supplies where they were not granted access to the Private Owned Construction Company Compound and they stayed outside of the Compound the whole day meanwhile the Private Owned Construction Company moved out the supplies from the compound to an unknown location. Police had the evidence of who all were involved in the theft but Julius Martinez threatened to blow the whistle of who all were stealing and the Minister ordered his release.  Julius Martinez blackmailed the Minister so the Minister gave him money and sent him away. Why did the Minister cover up this crime?

The Minister of Works associates himself with Andrew Papa Brown who is a known drug king pin. We cannot really choose the Minister’s friend but it is common knowledge that Andrew Papa Brown is wanted by the United States Drug Enforcement Agency for drug related charges. Witnesses have seen the Minister, Mr. Anthony Michaels and Andrew Papa Brown inhaling cocaine around a table and when the effects of the drug would kick in the three of them dropped asleep on the table. The Minister of Works has built at least two houses for Andrew Brown out of Housing for the Poor Project Funds. One of the Houses is located on the Mahogany Extension Area close to the Junesville Area and the other is an apartment complex on the Electrical Avenue Area. The Minister also rented a warehouse from Andrew Brown that is located on Vernon Street almost opposite the Berger Football Field where he stocked tires and other equipment that belonged to the ministry of works. The Minister then gave away the tires belonging to the Ministry Of Works to his cronies namely Joel Bishop, Clother, Bibi, Cecil Gill and other.  Why is the Minister involved in such corrupt practices?

The Minister has people names that do not work for the Ministry of Works collecting salaries under the Ministries Umbrella. People such as Joel Bishop, Albert Moody Sr, Bibi, Vanessa and others are collecting money without working. The Minister advisor is Mr. Joel Bishop and the Minister built the concrete second floor Mr. Bishop House with funds from the Housing for the Poor Project funds. The Minister has least three sweet hearts along with his wife. Vanessa is the name of one and the Minister built for her a very huge and expensive house in the Belama Area of Belize City out of Housing for the Poor Project. He literally has to give to Vanessa thousands of dollars on monthly basis. The next sweet heart is Elena from Corozal and is also bleeding the Minister. The third sweet heart is Elena Trapp who is also the wife of Police Constable Arthurs. These ladies along with the Police man are bleeding Mr. Martinez.

That is not all because when the Minister was filling the Ministry of Works Compound and the Jane Usher Boulevard Area he was buying sand and clay from Mr. Malic who owns the sand pit on the Boom Hattie Ville Road. The Minister personally told Mr. Malic that for very one hundred loads of sand delivered Mr. Malic should charge for two hundred and then Mr. Malic and the Minister would share the money for the extra hundred loads. The Minister even gave Mr. Malic a blank check book where Malic would write the monies owed to him and then Clother would retrieve the checkbook from Malic and take it to the Minister who would sign the cheques. When Mr. Malic would cash the cheques Clother would visit Mr. Malic who would give Clother the Minister’s cut of the money and Clother would take the Money to the Minister. Several vehicle operators for the sand truck noticed the transaction and then instead of delivering loads of sand to the Ministry of Works they started to sell it to private buyers.

There was an allegation that the Minister of Work was withdrawing and depositing huge amounts of cash from his Bank Account but the allegation raised eyebrows so he changed his tactics. The Minister now have his cronies collecting grants from the Housing for the Poor Project and the cronies give him the money and they instead receive a stipend. The Minister uses people like Joel Bishop, Clother, his half brother Martinez, Broaster, Sutherland, Breda Gibb, Swazo, Peter (Animal) and even the Senator Juliet Timbrel. Large amounts of cash are received from grants and the Minister ends with the money. In the Minister Own words “ If the PUP think that they will win and then come and take away the vehicle we have  I have news for them” The Minister bought several utility vehicles such as the Tar Truck and others with Public Works Money and then the tar truck specifically was put in the name of Karl Lamb who is his driver. The vehicle does work for the Ministry and the Ministry has to pay Karl Lamb for the rental of the vehicle. Karl lamb then takes the money to Boots.

The Minister of Public Works is stealing money from the Poor People of Belize and it seems that it is a common practice. It is time for the Government to allocate some of the funds from the Ministry of works Poor Alleviation Project to CYDP who is urgent need of proper funding. It is very sad for a young developing nation like Belize to be facing such Corrupt Minister. The information above is not difficult to investigate since all the transaction done left a considerable amount of evidence in paper trail.

After reading this document I want you to evaluate the evil and daintiness of Eddie and the lengths that he would go to achieve his goal. He forgets that just like how he can fabricate evidence or attempt to dig dirt on people the same can be done about him. He forgets when he and Tiger ran around as young policemen. He forgot when he cold bloodedly murdered Heathcliffe Reyes.  If you live in glass houses do not throw stones.

Evil triumphs when good men do nothing. Eddie is a evil, vindictive and calculating person. A copy of this document will be forwarded to all concerned and I cannot overemphasize the urgency or importance that this situation warrants.

Be warned that this document will be forwarded to everyone concerned and if Eddie is not stopped then the US Embassy, DEA, Human Rights Commission, Ombudsman, All media houses, all politicians and everyone who can read will get a copy of this document.
